On initial install the game's drawing was messed up almost like framebuffers were not being cleared before the next draw. I got this game to run flawlessly with 1 simple change. Run the game with "-no3d -doublebuffer". This is also in the tips section but the Hi-Res pack link is broken and is not required.
Programs -> Run Command:
Select Arcanum Bottle
Type the Command or browse to the Arcanum.exe location:
"C:/Program Files/GOG.com/Arcanum/Arcanum.exe -no3d -doublebuffer"
Hit Save Command to Programs Menu and move the shortcut to where ever you want it.
