Outlook 2003 fonts

I am trying to get my default fonts changed from Times New Roman and Serif, and it works partially, but not completely. It always tries to go back to those default fonts no matter what I do. Note I went to the control panel area and added all the fonts listed there just in case that was the issue.

Anybody?
