I just started Terraria from Steam, which indicated to me that an 'update' was required. It seems that the update makes Terraria require .net 4.0. I've tried to install .net 4.0, but no joy.
Any suggestions?

.Net 4.0 is not supported (yet!) but some people have managed some success.
You can see in another thread in this same Forum that some .Net gymnastics were necessary for at least one user before he was able to run Terraria.
And if you go over to the "What Runs?" page for .Net 4.0, in those forums you'll also find a couple of other methods to try to get .Net 4.0 installed.
