Overhaul 3.0

Does anybody have experience getting Overhaul to work on Morrowind?

I have tried running the exe for it and the menu is buggy (often disappears if I move my mouse) I also need Visual C++ and NETS installed to make it work. It recognizes other auxiliary windows programs but not C++. I am installing it the right place (same bottle right?)?
