If you are having problems not being able to accept or scroll on the EULA agreement page, this worked for me.
go into you World of Warcaft folder.. select the WTF folder and open the config.wtf file in notepad.
add this line
SET gxApi "OpenGL"
save it and retry to open wow.. you are now using the OpenGL driver and it should let you select accept, etc..
What is this OpenGL driver? It's the alternate driver that Blizzard has made for Warcraft and while it isn't as fancy as the DirectX11 driver.. it is quite good and faster than using the DirectX drivers.
