The IAR EW430 is an integrated development environment for writing C, assembler and C++ to be run and debugged on the TI MSP430 CPU. THe MSP430 is a 16Mhz very small size, cheap (< $2) and very low power (5 years on a 9v battery) integrated Micro Controller with built in flash (100s of K), RAM, and IO.
The compiler is available for free in two different forms, 30 day demo, or limited code size output. In addition, they sell it for a price only a company intending to make money using MSP430s could afford (~2600). The free version is plenty useful and is included with TI's $20 starter kit ("KickStart") complete with a CPU, USB to serial interface, and install media.
