However, the URL <https://www.adobe.com/cfusion/entitlement/index.cfm?e=digitaleditions> will work, after registering an Adobe ID (or logging in if an ID has previously been created).
The same ID can be used for registering the application after installation, which is needed for downloaded encrypted ebooks from your friendly library.
