The steps required to get the game to work are a little peculiar, the game needs Visual C++ 2008 Runtime AND for Crossover to be set to Windows 98 mode. Those two steps don't go together but it works at least. So, the process is as follows:
Install Interstate 76 Arsenal into a Windows XP bottle.
Install Visual C++ 2008 Redist.
Under "Control Panel" in the bottle manager, change the Windows Version to Win98.
The game should now launch and run without any notable issues.
