I'm not sure if it's apples to apples, but I actually see this option on my Outlook 2003 install. Same situation. Ubuntu 8.10 and Crossover 7.10. I can see it by going to:
Tools >> E-Mail Accounts >> View or Change Existing
Then select the account and hit "Change" and then "More Settings". Then click the "Connection" tab
I see "Exchange over Internet" on the bottom with a checkbox that says, "Connect to my Exchange mailbox over HTTP".
You don't see it there at the bottom of the "Connection" tab?
Open the winecfg control panel for the bottle containing Outlook and change the bottle type from win2000 to winXP and the RPC over HTTP option will appear.
