Command line syntax needs to be (for example): ~/cxoffice/bin/cxsetup

if you write ~ before your command line, you installed Crossover for a single user, probably using the command line and the bin file. If you would have installed the bin file with root privileges (with sudo), the install would still have been in /opt. If you use the deb (which isn't compatible with 12.04), it would also have been in /opt.
At this time, your installation, if it is in your home, will be available only to your user. You may unistall and then reinstall with sudo, while keeping your bottles, if it is important other users on your machine can use Crossover. If you are the only user, or there is only one account, you can leave things as is.
The documentation might be imprecise in the case of 12.04, but it is not wrong. Unfortunatly, the 12.04 edition of Ubuntu has some shortcomings causing trouble, as explained here. The documentation is probably fine for all versions later than 12.04.
