I have registered a CrossOver installation in my PC (ubuntu 12.04 x64), but I'm pretty sure that I am going to install the 13.04 version soon, and all my upgrades always start from scratch (I always format my root partition).
I know that the CrossOver validation requieres access to the internet. The question is, will I have a problem if I try to install and register the CrossOver software again in my new ubuntu version?

You won't have any trouble, but yes, you'll need an internet connection.
CrossOver's license allows one person to use it. It doesn't prohibit you from reinstalling it on a new computer if you need to - that's totally legit.
