Install CrossOver right into your Mac as a Mac application, then use CrossOver to install Windows applications right in your Mac

Just for a more exhaustive answer, Crossover is not a virtualization software like paralleles or virtualbox. It does not simulate any hardware on which an OS can run. Therefore, you don't need windows with Crossover, and in fact you can't even run Windows with Crossover.
What Crossover does is closer to "translating" instructions of the Windows executable to native instruction (Windows to Mac, or Windows to Linux). This "translation" allow the true OS to know what to do with the Windows instructions and therefore execute the software. Along with a few other tricks, it creates an environment which allows the execution of the software and fools the software into thinking Windows is there.
