Just in case anyone else is running into this problem and found this thread:
I just ran into this problem myself and then realized it was because I was testing some antivirus software and it murdered my CrossOver install. If you have Bitdefender, Avast, or any other antivirus installed, please look at this page for instructions on how to protect CrossOver 19 from these programs which are currently flagging vital CrossOver files with false positives: https://www.codeweavers.com/support/wiki/mac/mactutorial/bitdefender
