I am getting flickering issues with version 21. Version 20 ran flawlessly. If looks like there is a patch in Wine for this.

Unfortunately, you must be running into a separate issue: the fix for WineHQ bug 50632 is included with CrossOver 21.
But to answer your question, even if that weren't the case and there was a fix for Wine not included in the current released CrossOver version, there still is no way to change the Wine version that CrossOver uses. You would just need to wait for the next CrossOver release with an updated Wine version.
