It sounds to me like you might have Steam still installed into a winxp bottle. Steam dropped support for Windows XP last year. If that is the case, you can install Steam into a new win7 bottle by checking the "select bottle" tab in the CrossOver installer window to make sure that Windows 7 64-bit bottle is selected.
