Apps in upgraded bottles fail with "unimplemented function msvcrt.dll" error

This can occur in Crossover 11 when launching apps that were installed in older versions of Crossover. The symptom of this problem is the following error:
couldn't load main module (8)
Unhandled exception: unimplemented function msvcrt.dll._localtime64 called in 32-bit code (0x7bc3f248).
followed by a register dump.
To fix, go to Crossover's Manage Bottles menu.
Select the application's bottle
Select Control Panel
Launch Wine Configuration
Choose the Libraries tab
Locate msvcrt (native, builtin) and click to highlight it
Click Edit
Change the setting to Builtin (Wine)
Click OK, Apply, OK
