"Full Speed" in Streets of Rage Remake is used for development purposes. It removes the frame limit allowing you to play at a pace beyond normal, like a turbo fighting game. Please be careful as this can make gameplay far more difficult.
If you want to play at a standard pace, you must set the game speed in the video options menu to a fixed frame rate, either 60 or 50 FPS.
If you set the meter type to "timer" or "both", the benefits of "full speed" are that the timer will be maxed out, giving you a full time bonus for every stage cleared.
